Senior Data Manager and Analyst
Dr. Shannon Lee is a higher education and workforce data expert specializing in transforming complex, large-scale datasets into actionable insight. She serves as Senior Data Manager and Analyst at WSCUC, where she leads the development of integrated data systems and multi-year reporting strategies that support institutional accountability and continuous improvement. Her work combines national datasets, advanced analytics, and interactive reporting tools to inform decision-making across postsecondary education.
Prior to joining WSCUC, Dr. Lee held a research leadership role at the National Student Clearinghouse, where she designed and led large-scale studies using one of the nation’s most comprehensive postsecondary data resources. Her work advanced understanding of student pathways and outcomes while contributing to innovations in data structure, analysis, and dissemination for institutions and policymakers.
Earlier in her career at Penn State, Dr. Lee developed a pioneering longitudinal data initiative linking education and workforce outcomes through partnerships with the Pennsylvania Department of Labor and Industry and the U.S. Census Bureau. This effort enabled program-level return-on-investment analysis and supported strategic decision-making for university leaders and state policymakers.
Dr. Lee holds a Ph.D. in Workforce Education and Development from Penn State and a Master of Public Administration from the University of Baltimore.
